  • Arlington Democrats On Track for Record Participation in Transformed Vote-by-Mail School Board Endorsement Caucus

    Organization Making Extraordinary Efforts to Ensure All Interested Voters Are Included Monday, April 13, 2020, ARLINGTON, Va.—Less than a week after announcing a transition to a vote-by-mail process for its School Board candidate endorsement caucus, the Arlington County Democratic Committee (Arlington Dems) has received more than 2,000 ballot requests from all 54 Arlington voting precincts. This strong early response, precipitated by the statewide stay-at-home order triggered by the coronavirus pandemic, exceeds the total number of ballots cast in the 2019 School Board Caucus, and sets the stage for a potentially record-breaking Arlington Dems School Board Caucus. “Arlington voters clearly are motivated by the vote-by-mail process necessitated by the current public health crisis – and so are we!” Arlington Dems Chair Jill Caiazzo said. “Arlington Democrats is on track to demonstrate that the vote-by-mail process is effective, secure and transparent, which is especially important during these challenging times. Our experience refutes the baseless attacks by President Trump and others against this important voting method.” The strong and geographically diverse early voter response also reflects Arlington Dems’ communications effort to alert voters about this change and encourage participation in the caucus. In addition to leveraging the Arlington Dems digital communications channels, the Arlington Dems notified about 40 news organizations (including Spanish-language news outlets) and 70 Arlington community organizations about the transformed process. “A robust communications strategy will be critical to a successful vote-by-mail caucus,” Arlington Dems’ School Board Caucus Director Jacki Wilson said. “An important component was the immediate launch of a comprehensive web page for the caucus, which we augmented today with a “Frequently Asked Questions” section. We will continue to look for ways to share information about the caucus with Arlington voters.” To that end, in the coming week, Arlington Dems will activate its county-wide, boots-on-the-ground network of more than 200 Precinct Captains and Building Ambassadors to share information about the caucus with their neighbors through email, text, phone, flyers, and/or word-of-mouth (at an appropriate social distance). “These additional efforts will be particularly important to ensuring that the caucus is inclusive, which is a core Democratic organizing principle,” Caiazzo said. In that same vein, from the outset, Arlington Dems has made the endorsement process accessible to voters without computers or reliable internet connections by providing hardcopy ballot request forms to voters requesting them. Consistent with this focus on equity, and in response to feedback from the community, Arlington Dems will conduct outreach to residents of affordable housing units, seniors, and other voters who may be less likely to have easy access to online communications. Arlington Dems also is exploring options to translate caucus-related materials. As a first step, Arlington Dems developed a Spanish translation of the ballot request form, now available for download on the Arlington Dems website. People with foreign language skills interested in volunteering with this effort are encouraged to contact Arlington Dems at votersupport@arldemsold.local. “This transformed Arlington Dems School Board Caucus remains the single most robust endorsement process conducted by any organization in Arlington,” Caiazzo said. “By conducting the School Board Caucus in a way that respects public health guidelines while also supporting and encouraging community-wide participation, Arlington Dems joins with many other organizations and individuals in demonstrating the resilience of the Arlington community in the face of the pandemic’s challenges.   • In Response to Coronavirus Pandemic, Arlington County Democratic Committee Launches Vote-by-Mail for School Board Endorsement Caucus

This extraordinary procedural change supports Virginia’s stay-at-home order and recommended social distancing measures necessitated by the global coronavirus pandemic. “We had lengthy internal discussions about how to run our endorsement caucus responsibly during the coronavirus pandemic,” Arlington Dems Chair Jill Caiazzo said. “We determined that, given our available resources, the only safe and reliable option for a large-scale caucus is to conduct the vote by mail.” The caucus will take place in four phases: Voter Validation and Ballot Request. Effective today (April 7) at 9 a.m. EDT, Arlington Dems will launch a secure online ballot request form via the Arlington Democrats website at www.arldemsold.local/school-board-caucus. To begin the process to receive a ballot, prospective voters will provide standard identifying information that will allow Arlington Dems to validate that they are Arlington County registered voters. Although online submission of the form is strongly preferred, a PDF version will be available for downloading and mailing to Arlington Dems. All ballot requests must be received (not postmarked) by May 7. Ballot Mailing. Registered voters whose requests are received by the May 7 deadline will receive their ballots by U.S. Postal Service mail. Ballots will be mailed on a rolling basis. Arlington Dems will include stamped, self-addressed envelopes with ballots, which voters are strongly encouraged to use to return their ballots. They will be returned to a post office box exclusively devoted to receiving School Board Caucus ballots. Voting. The deadline for receipt (not postmark) of completed ballots by Arlington Dems is May 30. Voters are strongly encouraged to immediately complete and return their ballots to ensure they are received by the deadline. Candidate representatives will be able to watch ballots being retrieved from the post office box and secured through live video-conferencing or in person, the latter provided they observe recommended social distancing measures. No ballots will be counted until all are collected after the May 30 deadline. Counting and results. Arlington Dems will begin counting the ballots the morning of May 31, or as soon as possible after that date. Observing recommended social distancing measures, Caucus leadership will open envelopes and validate the authenticity of enclosed ballots. Candidates or their representatives may observe the process via live video conferencing. Arlington Dems will use a process to anonymize ballots during the ballot counting, which will be conducted using a virtual procedure. “Arlington Dems will use a secure and efficient procedure to open, validate and count ballots,” Arlington Dems’ School Board Caucus Director Jacki Wilson said. “Because of the logistics of observing recommended social distancing measures, we anticipate this process may take several days. We expect to report the caucus election results no later than June 9.” That date is the filing deadline set by the Virginia Department of Elections for candidates running in the Nov. 3 general election for the School Board seats. The decision to transform the endorsement caucus from in-person to vote-by-mail is consistent with the Arlington Dems call to action for Democratic voters to cast absentee-by-mail ballots in Virginia’s June 9 primary, which includes a Democratic contest for an Arlington County Board seat. “This pandemic is challenging our country and our democratic processes as never before,” Caiazzo said. “Nevertheless, Arlington Dems will persist. Just as we have called for voting by mail in the June 9 primary, we will conduct this vote-by-mail endorsement caucus in a secure, transparent and methodical manner that protects the public health and ensures the integrity of the vote.” Additional information about the Arlington Dems endorsement caucus, including the ballot request form, is available at www.arldemsold.local/school-board-caucus.   • Raise Your Voice Against Xenophobia

    We are in the throes of a worldwide pandemic that threatens our health, our economic stability, and in some cases even our lives. The President has been dangerously passive, even calling the coronavirus pandemic a “hoax” in the early days after the disease’s arrival in the U.S. More recently, he has refused to assume leadership of the government response, among other things allowing an acute shortage of testing kits and protective medical gear to persist. Trump has tried to distract us from his continuing failure to take effective, medically-warranted action by blaming all our problems on the Chinese government’s initial response to the outbreak. Other Republicans are now taking up this story, even embellishing it. At least two House resolutions would amplify it. A Senator has announced an intention to take up the campaign in the Senate. Both the World Health Organization and the Centers for Disease Control have advised against associating the coronavirus with a particular country, because doing so fuels xenophobia. It subjects people who look like they may be from that country to insult and physical assault. That is happening now in the United States. Since the arrival of the coronavirus, people who appear to be of Asian descent have been the victims of attacks by people who blame China for the outbreak. These assaults have involved the risk of serious physical harm – for example, a schoolchild had to go to the emergency room after being struck by other students, a woman was beaten in a subway station, and a man was hit over the head at a bus stop, in each case by attackers yelling anti-Chinese invective. The assaults have increased in number as more politicians and the media that support them have trumpeted an association between the virus and China. Of course, these victims, all living in the United States, had nothing to do with and no ability to affect the actions of the Chinese government regarding the coronavirus. And of course, this rhetoric is purely diversionary; it does nothing to address the spread of the virus. Republicans are now escalating their efforts to shift Americans’ attention away from the President’s disastrous performance in the face of the pandemic. Members of the House of Representatives have introduced a resolution demanding an international investigation of the Chinese government’s actions and evidence in support of a potential financial claim against it. A senator endorsed this step. Another House resolution would accuse the Chinese government of mishandling the pandemic in its early stages. These actions would further promote xenophobia and violence against people of Asian descent in the United States. They would do nothing to advance efforts to combat the coronavirus. They are consistent with the President’s approach to the pandemic from the start: to treat it as a public relations problem for him rather than a threat to the nation’s health. Speak out now against efforts to whip up xenophobia and use it as a political weapon. Call your representatives in Congress. Here’s a proposed script: I urge you to oppose any action by Congress that would promote xenophobia against Asian-Americans. There are at least two proposed resolutions pending in the House and at least one demand for similar action in the Senate, all of which would promote prejudice and even physical risk to Asian-Americans without helping in any way to reduce the spread of the pandemic. Refunds also are available. Although the in-person aspect of the Arlington Dems April monthly meeting also is cancelled, nevertheless we will persist!   • COVID19 Update: Arlington Dems March Events Cancelled

    Arlington Democrats has continued to monitor the evolution of the coronavirus (COVID-19) and its impact on our region. This morning, Arlington County issued new guidance on holding public meetings or gatherings during this public health crisis. Following the advice of our public health officials and elected leaders, Arlington Democrats is cancelling all in-person public meetings and events through the end of March. Where possible, we will seek to reschedule these events, such as the Forum on the Arlington Community Energy Plan. We also will explore digital meeting options for appropriate events. For event-specific information, please refer to the Arlington Dems Facebook event page and online calendar, which will be updated on a rolling basis. At this point in time, the Arlington Democrats still plan to hold our next monthly meeting on April 1, 2020-- which will include a County Board candidate debate -- and our annual Blue Victory Dinner on April 4, 2020. However, we are closely and continuously monitoring the situation and will provide further updates if this cancellation policy is extended into April. We encourage all of our members to follow the prevention measures recommended by the Arlington County Public Health Department, listed here: Wash your hands often with soap and water for at least 20 seconds. Use an alcohol-based hand sanitizer only if soap and water are not available. Avoid touching your eyes, nose, and mouth as much as possible. Cover your mouth and nose with a tissue or sleeve (not hands) when coughing or sneezing. Clean and disinfect frequently touched objects and surfaces (including your own phone). Stay home when you are sick. Get your annual flu shot if you haven’t already. You don’t want to be vulnerable to getting sick with both flu and COVID-19.   • TWO ARLINGTON YOUNG DEMS ON IMPEACHMENT, PATRIOTISM & OPTIMISM

    When Kassi Yukevich and Robert Julien first met at last November’s Arlington Young Democrats’ meeting, they quickly recognized each other as kindred political spirits. But they could only speculate about the bond they were about to share as staffers in the historic impeachment trial of President Donald J. Trump. The impeachment drama was just coming to the House Judiciary Committee (HJC). As Press secretary for HJC member Rep. Sylvia Garcia (TX-29), Robert had been handling all strategic communications and press relations in both Spanish and English since August. Kassi had just arrived back in Sen. Kamala Harris’ office as Special Counsel, advising on Senate impeachment procedure and precedent. She left the office in early February, at the conclusion of the impeachment trial. “Things began to happen quickly,” Robert told The Voice, “from the second or third week in September when the Ukrainian stuff hit and then from one day to the next, we started getting wind…that we were about to go down this road.” The House started the impeachment inquiry on September 24t. The Intelligence, Oversight, Foreign Affairs, Financial Service Committees referred their evidence to Judiciary at the beginning of December to draft the articles of impeachment. During the exhausting House impeachment process, Robert found hope in the patriotism and dedication of Democratic elected officials that most Americans never saw. People like Rep. Jerry Nadler, he said, whose wife was sick with pancreatic cancer, “showing up every day, losing time with family and friends, not sleeping, but feeling like this was so much bigger than anything in family, life….” Or like his boss, Rep. Garcia. When she was preparing her markup speech for the Judiciary Committee, she would sometimes get emotional, remembering her origins as one of 10 kids who grew up picking cotton in rural Texas to become the first Hispanic to serve as a Presidential Impeachment Manager. “She brought her community with her every step of the way, and felt proud to be a voice for Latinos,” Robert said. “When she would say in her speech that `no one is above the law’, she would also say it in Spanish, so that all people felt included.” Kassi also found solace in the dedication she saw. “Working through this very sad time for our country, you still had a chance, even a small one, to do something to make people’s lives better.” In fact, Robert noted, “In the middle of this in the House, we passed HR3 to lower drug prices. We were continuously passing legislation to improve people’s lives.” But, he added, those bills now sit in McConnell’s legislative graveyard, while the GOP-controlled Senate continues to approve justices. “Then you realize that this party is not about helping Americans, just amassing power,” he said. After a couple of weeks in Judiciary for markup, the full House voted on the two articles on December 18th. Once in the U.S. Senate, the biggest break with impeachment precedent was of course that no witnesses or documents were allowed. Kassi said. “You heard over and over again from Republicans that “This is just like Clinton, this is precedent.” But that is just not true. “We have never seen an impeachment trial—of a judge or president—with no new witnesses or evidence.” President Clinton’s impeachment trial heard testimony from 3 witnesses who had not testified in the House, Andrew Johnson’s had 37. And with John Bolton’s book, she added, “we had a book publisher with more information than Congress. I couldn’t believe it.” Another break with precedent, she said, was the way in which the schedule was manipulated to push deliberations out of the news cycle. During the Clinton impeachment, she said, no one presented the case until 11 or 12 at night. They finished at 6 or 7pm. Similarly, the restrictions on media access to Senators and to the Senate chamber were an unprecedented attempt to limit the American people’s access to the Senate. Robert noted that his family, who came from Cuba nearly 34 years ago, would ask if impeachment was worth it. And he always told his mom, “how is this man any different from Fidel Castro or Nicholas Maduro, who have completely rigged the system for their personal gain? The question is should this man continue in office given what he has done?” Despite the outcome of impeachment, Kassi and Robert both still believe that we can restore a Congress – and a Democracy - that works for everyone. “I would not be part of the Arlington Democrats, and I would not have gone back to the Senate if I didn’t,” said Kassi. Adds Robert, “At the end of the day, it doesn’t matter who we nominate. We have to put our own ideals, privileges, and preferences aside and vote as if our lives depended on it, because they literally do. We need this great American experiment to continue to work for generations to come.”
